Yes, indeed this is Quatro from B't X.  This 
character is only in eps 2 and 3 of B't X Neo, 
the OAV series.  If you've got any other B't X 
questions, send me a line.  I've been on a major 
B't X hype lately  ^^;;  Maybe check my incoming 
cels page, it's like littered with cels of 
Teppei.  haha  I can't wait to get them  =)
