I think I can answer this one for you.  This 
character is Galaxia from the Sailor Moon Stars 
season.  Hmmm, I not sure how to answer your last 
question.  This is her normal character design 
but with dramatic highlights/lighting because she 
is either attacking or being attacked, I think.
