If you are referring to the upcoming Cartoon 
Network series, I believe it was computer 
colored, but I could be wrong. its a GREAT 
cartoon. I've seen the premier episodes due to 
the fact my animation teacher, Randy Myers is one 
of the head directors on it. (That and Power Puff 
Girls)  

I wouldnt consider it anime however.. its done 
mostly here in the states (Los Angeles, Burbank)
