The first cel I ever had framed was done by a 
professional at my hometown art supplier. It 
turned out beautiful...and cost me almost twice 
as much as the cel!!! (The cel wasn't that costly 
but still...^_^) I quickly learned that I could 
do it on my own for much less. Here's what I 
purchase in order to frame a cel.

Frame (mine are all pretty much 11x14). 
Price: Varies...it's up to you. I found a style I 
like that runs about $30. Make sure it's the type 
of frame that leaves room for mattes.

UV Glass: every frame shop I've been to has been 
willing to sell me only the UV glass, no frame, 
no other services, for around $10 a sheet. Just 
remember to have them mark the side with the 
protection, 'cuz if you put it in 
backwards...it's pretty much useless. And measure 
or bring in your frame if it's an odd size (I 
always bring it in anyway, but I'm hopelessly 
anal ^_^) so they can fit it properly. 

Non-acetate (sp?) matte: Make sure it's ph 
free!!! You don't want any of those nasty asidic 
chemicals eating away at your cel. I use three 
mattes for each cel. Two that frame an 8x10 area, 
and one solid 11x14 for the background. Each of 
these runs between $2-$5. I use two of the 
framing mattes, cuz I actually stack them and 
place the cel in the middle...so the paint 
doesn't touch the background. 

So let's see, I the total should come out to be 
around $40-$65...it really depends on the frame. 
And if you buy in bulk, I bet the frame shop 
would give you a discount on the glass!!!

Anyway, this was probably a little more info than 
you asked for, but I'm hopped up on espresso and 
my fingers just won't stop. ha
