I've seen several Yahoo Japan auctions that 
say "This auction is for Japanese only because I 
never intend to sell to other countries."

Does this mean he wants to sell only to Japanese 
to try to keep the cel in Japan? Are deputy 
services acceptable? Or does this mean if the 
seller recognizes the deputy service bidding he's 
going to cancel the bid and get upset? :)
