This one's come up before.  Consensus generally 
seems to be that if you want to add any sort of 
non-matching background (be it a production 
background from something else, a background you 
made, or a background from an unrelated scene in 
the same show), it's fine for your own display 
purposes, but don't ever try to sell the cel as 
having anything other than a mismatched bg.
