yes there is only one copy of each cel, but 
sometimes the similarities between each of a 
sequence is very hard to tell if you don't have 
them side by side, it might just be something as 
simple as the character has moved a fraction of 
an inch on the acetate itself and no expression 
changes have been made... or someother small 
change like that.
