Sure looks like the repro that was on ebay 
recently.  You definitely want to check to see if 
the sequence number is what it should be.  

On the other hand it's a lovely cel; you just 
need to decide what you'd be willing to pay 
knowing it's probably a repro (i.e., look at the 
prices people are charging for hand-painted 
Evangelion, Slayers, and YUA repros).  

If you want to pay big bucks, there is a pair of 
AMG cels on Yahoo Japan that were going for about 
80,000 yen as of last night; a Belldandy face 
shot not unlike the one you posted along with a 
decent Skuld.  I think it ends in the next 24 
hours and I'm sure it'll go higher.
