I use a TV Tuner Card.  Its very cheap from 45- 
100 dollars and very easy to install.  They have 
thier own software that enables screen capturing 
of still images, and ability to create your own 
video media like video and audio clips.  Its 
pretty neat.  You can even watch TV on a mini 
screen while netsurfing :)

If you have a dvd player or S-VHS vcr make sure 
you buy a tuner card with S-Video input, for the 
cleanest picture possible
