I don't know how he's doing it. My guess would be 
he has three characters already picked and just 
mixed them in with the others. Anything else 
would be risking favoritism. Of course, if none 
of the characters he picked got any votes, then 
there might be backup ones. But I bet every 
character on that list got at least one vote. I'd 
love to know. ^_^
