Only a very small amount of Japanese collectors
have online cel galleries.  Mainly because they
feel they shouldn't put up these images without
the permission from the anime studios or relating
licensors.  For example, if you look at various
Japanese anime fan sites, they don't post up
scans from the magazines or screen captures like
foreign fan sites.  They usually drew their own
pictures and put them up as images, that's why
most Japanese anime fan sites look so suck because
they focus mainly on text, and they afraid 
legal troubles if they post up real images from 
the original anime shows.  I don't think the anime
studios will complain or sue them, but many of
the collectors just want to protect themselves if
it happens.
