So, instead, I am now using Yahoo's PayDirect:

At least for awhile, it does say on the sign up
page:
There is no fee for creating and using your
Yahoo! PayDirect account. In the future,
transaction fees may apply, but you will be
notified before they are put into effect.
Yup, just like PayPal. But at least it's free for
now.
There is a "spending limit" like on PayPal, but
it recharges every month instead of every 6
months.

At the time you set up your Yahoo! PayDirect
account, you will be limited to funding your
account with no more than $200.00 until you
verify that you can receive U.S. mail at the
billing address for your credit or ATM check
card. On the day you register for Yahoo!
PayDirect, we will send a letter to your billing
address that includes a code that you can enter
by clicking the "Mailing address verification"
link on the "View Limits" page.
Once you have confirmed your mailing address with
this code, your funding limit will be raised to
the lesser of $1,000.00 over any 30 day period or
your credit card limit.
Your total Yahoo! PayDirect account balance limit
and single transaction withdrawal limit is
$10,000. Total withdrawals over the prior 180
days are also limited to $10,000. Please see the
Yahoo! PayDirect Terms of Service for more
details.
The limit policies on PayDirect account may
change over time.
