I think Keigo is right. There are some people who
bid on cels and can't pay because they cannot
understand the seller. Usually if the seller will
ship internationally they are able to speak 
some English, but this is not always the case. 
If they are willing to ship internationally they
should have some grasp of the English language.

I propose a universal message, "an English 
invoice",
for everyone in Yahoo Japan to use if they want to
ship internationally. The only thing the seller 
would
have to enter into the "invoice" would be the
price in US dollars or other currency, shipping 
costs
and the item. The address would be in English as 
well. I believe International Postal Money Order
is the best payment, so that should be the common 
currency to pay with.

As for people bidding on items that will not be
shipped internationally…
I have seen many negative feedbacks on some 
profiles because they do not understand Japanese.
These were from sellers who do NOT ship
internationally and the bidder had no business
bidding in the first place.

Unless you get permission to bid on these types of
auctions you better not do so. That would be rude.

I am willing to create this “English Invoice” 
template for sellers of Yahoo Japan to use if they
are interested. No charge of course! ^_^
