I'm trying to order a cel from Mangaya--

They state in their order page:

Then send it to this postal Address :

  Postal Code 164
  4-32-10, Chuhoh, Nakano-ku, Tokyo, 
Japan<<

Does this mean I write the address to the  
Yamaoka Building 3F (first address) on the 
Money Order then mail it to:

  Sanpei Shohji Company
  Postal Code 164
  4-32-10, Chuhoh, Nakano-ku, Tokyo, Japan

It's kinda hard to understand.
