The series (produced at Sunrise) is actually a spin-off of
an Outlaw Star episode. Did you see "Law and Lawlessness"...
that's the one.

Celwise, Japan has been releasing quite a few Cels recently.
However I don't see them on many Cel sites. I think Anime 
Chaos had a couple.
