  I got the following explanation for this cel:
Ranma somehow releases this panda spirit at a festival that
insists on having a date with him, so he ends up running
around going on rides and eating cotton candy with this
weird little super-deformed panda. She's right about to
force him into a kiss... I don't remember what happens
to break it up, but she agrees to return to the enchanted
scroll she came from after that night of fun
