If the Japanese cel dealers list on their websites like
"Japanese only" or "Do not sell to overseas" similar
sentences, then they don't intend to deal with overseas
customers.  They don't usually like to deal with us 
because of the communication barrier.  However, if you can
read and write in Japanese, a few of them are willing to
deal with you, especially if you buy a lot.
