Yes, that is from the Miyuki-chan OAV (you can tell 
because of the highlights in her hair.  In her cameo in 
Clamp School, her hair was much flatter looking, without 
the light brown, multilayered highlights).  It's 
probably worth about what you paid for it, Image Anime 
generally knows what it sells and doesn't unnecessarily 
mark things up.
