Yep, it's one of those shows with no official release of
cels, though they are becoming easier to find.  The other 
factor involved is that Ruri is ENORMOUSLY popular in Japan,
like Ayanami Rei-levels of want.  If you find a cel of, say,
Prospector or some other less-popular character from the 
show, it won't run you into the thousands.
