The Cel is from the last Dragonball Movie made, many refer
to it as the Memorial Movie. it is actually the retelling
of an older Dragonball Movie; basically how Goku met Bulma,
Roshi, Oolong, Yamuncha, The red Ribbon Army, Shen-lon, etc.

Bulma's hair is purple in the film and she's not wearing a 
space suit, but a Capsule Corp. Bombers Jacket.

It a Great film, probably the most touching of all the DB
Movies. It really captures the feel of the original series.
