Because the studio only released cels from specific sequences
I doubt you will find a cel from that scene (they also decided to not release any of them with backgrounds). I have seen GITS cels at Mangaya, Anime Celler,and Artworks Osaka but personally I wasnt too thrilled with what I saw.
