I know that pokemon cels are rare and don't get released 
or something, buut wouldn't an A1 cel come with the background? 
I'm not complaining I love the cel it's just that I've been 
wondering. If they released this cel for some reason...or 
gave it away...Whatever, wouldn't the also give the Background with 
it. A1 End cel. What good is just a background to them?

A1 cels don't necessarily come with backgrounds.  In fact,
I believe most of my cels that are backgrounded are actually
end-of-sequence cels.  There can be many cels that fit
the same background, which is why there are always gonna be
far more cels floating around than backgrounds.  Why not give
the backgrounds away?  Who knows--for most animation studios
cel/background/sketch release policies vary greatly depending
on the show itself, the popularity of the show, even the sponsors.
It's possible to go to shops in Japan and buy sacks of random
loose backgrounds.  Sometimes the studio mates backgrounds
that aren't even related to the cel at hand (Toei and Sailor
Moon cels, anyone?); sometimes the studio's very good about
keeping things together (most AIC material); sometimes
all that is available is small, single layer cels.  

So the most likely answer to "where's my background" is:
With another cel from the same sequence.
