Recently I found a cel that I had framed and under
conservatory glass had lost about all the black lines
it once had.

I was rather heartbroken.  This cel was on a wall 
with a a window but it never got direct light...
apparently indirect light was enough to destroy the
black.

Well I attempted to repair the lines.  The first pen
I used smudged and was totally useless.  I ended up
going to a hobby store and brought in a cel.  Then
I tested a few pens to see which would work.

The one I ended up with was less than one dollar and
it worked great!  Here is my recommendation based on
what worked for me.

Sharpie  Ultra Fine Point   Series No. 37000
         Permanent Marker

It is made by Sanford.

I'd advise experimenting with a cel you really don't
care about to learn how to hold it and how much 
pressure to use (very little) to create a solid black
line that isn't too thick.
