This happens often.  It's not because the dealers are trying
to trick you into thinking that they've updated new cels. 
If they really hadn't, what would be the point of that?
Rather you should realise that the Keep Track system is 
alerted to a when a dealer updates their page- ANY part of 
it- so if they update by going through their site to put 
cels on hold, take them off, or just make a few changes they 
will show up on the Keep Track as having updated.

So, to those who know far more about the system than I, does
this sound right?
