I think that we already answered that one several
time : many studio doesn't release their cels because
other companies have the copyright to all produce
related to the anime. So they can't sell the cels.
(That's the case for Eva, Sakura, Pokemon...)

I don't think that studio archive all the cels for
future projects : they keep some in that purpose
but it would takes too much space to keep all.

And yes, sometime, cels are just throw or destroyed
when the anime is finished. (In the past, when the
plastic was expensive, cels were erased to be reused).
