I think they are with the Pretty sammy series on the
Laser Discs.  Don't remember exactly since it has
been so long.  Music videos for anime are largely done by
fans with clips (as most of us know it), but there have
been a few done by the studios.  The ones I can recall off
the top of my head are the Tenchi Muyo one, On Your Mark (the
super expensive Miyazaki one), and X^2. One thing they
all share in common is that the cels are very expensive from
them.  The Tenchi ones are the cheaper ones with some of 
those going for $100 and up.  X^2 are expensive starting
atabout $300 and going up to several thousand depending on
the character, and On Your Mark goes even higher.
