That's Arslan Senki in Japan (Heroic Legend of Arslan to us).

It actually spans 6 OAVs (2 of one hour and 4 of one-half hour)

This being one of the two series that I collect I have to say outright
that they can be expensive. Sure it's not Lodoss, but nice cels are 
in the USD100  . A good face shot USD150-200 in my experience.

Well, they seem to stay on webpages longer than some other series
so I'd have to say they are not in high demand, but there are not that
many good ones on sale at one time. 

The woman with the flute is Farangis, OAV1 I believe (if the cel you
are talking about is the one I think I saw already).
