To get purple you would add blue to the Red.  I guess
they could have done this in a few ways.  Perhaps when
they were doing the scene they thought the red was too
much and used a blue filter which resulted in a purple
color.

The other option would be putting a blue film over it
like the blue stuff that comes in those cheesy 3D
glasses.

If you want to play around with it then take the scan
and put it in a program which will allow you to boost
the blue content.

But I don't have a clue why your cel has a red dress
unless the person painting it painted the wrong color
and they ended up not using that cel and replaced it
or used it with some sort of filter (which would be
strange because they usually would just paint over it)
