That cel is a hanken, which is one that was made strictly
for something like advertising if I understand correctly.
Things such as magazine covers, tv advertising and the like.
They were not made for the tv show and so they tend to be
quite a bit more costly. It is a beautiful cel, but even
with it being hanken it seems a bit overpriced.. but I have
not seen other Dragon Ball hanken to compare prices for it.
