There's a huge difference between douga's and genga's;
and they are heavily reflected in the price.  While a 
nice Lodoss douga of deedlit might go for $50-$100, a
genga will go for $300 .  

I'm currently working on a webpage that going into great
details about the differences between the two, and even
within Genga's there are several types of genga's.  You
can have layouts, concept art, etc......  All are considered
genga's but are different parts of the production process
all done by key animators, layout artists, etc...

On the topic of selling seperated pencils, I agree that 
seperating the pencil from the cel to sell them seperately
is a bad practice, but there are cels that I've seen (And
have) that the pencils are nicer than the cels.  It's all
about what you like about cels, the artwork, the one of
kindness, the feeling of owning part of one of your favorite
shows, people collect for a myriad of different reasons. It
is nice though to have the pair, or packet (if you get
the genga's and all the other goodies) with your cels.
