Pocket is a cel dealer in Japan, that seems to have reached
capacity customerwise. They requested that their URL not be
posted public anylonger, only given out to "friends", as they
can't seem to handle anymore customers on a grand scale.

I've never heard of having to "purchase" a catalogue in order
to purchase cels online. Anime Taro requires that you register
with them in order to have access to their site, but it's
completly free and only makes things easier for Taro and their
customers (ie. you don't have to type in your name and address
each time you order.)

Since I doubt anyone here has the extra funds or if they did,
I doubt they would want to waste them to "purchase access to
a site", the dealer that would have such a system won't last long.

Bonbee implimented the rating system to give people incentive to
fallow the rules. From what I've heard, there have been so many
people that have been sending blank emails just asking if a cel
is available without actually ordering and there have been so
many late payments, that Bonbee got fed up with it and rather
than to stop selling cels to "foreigners" completly, he decided
to "force" people to follow his rules by implimenting this rating
system and incentive programme.
