Yes, a douga with the number "1" or "end" or that have
it's number circled was done by a key animator.
When we say a "key cels" is done by the key animator,
we realy mean that the douga was done by a key animator :
they don't paint the cel itself...

Genga are something differant. A genga isn't used to
make a cel directly.
