Some stores in Japan would have rather haphazardly piled
boxes full of "nothing" cels(I saw a great pan cel of some
red poppies) and from what you're saying, sounds like
you might be able to find what you want in these boxs.
There are loads of loose backgrounds too. However, there was
so much to wade through, I doubt you'd be able to get through them all in a day...
