May I suggest Prof. Tomoe from Sailormoon S?  He spends most
of his time looking mad (and wearing a lab coat and being 
hilariously funny).  There's also Ruka from Tenshi ni Narumon 
(little girl with green hair), though I think of her as more 
of a mad engineer witch type.  However, Taro had some OP cels 
of Ruka with a test tube exploding.  Those are only two off 
the top of my head, I'm sure there are many more.
