Yes...some cels do have the registration holes on the
bottom of the cel....I have some with that as well^_^& 
they're all original, so no need to worry^_-.  I'm not
sure as to why, but I believe it has to do with the scene
the cel(s) are in....i.e.-pans, oversized, etc.  Hope this
helps^_^.
