I'll be at AnimeCentral; I've gone every year. 
It's a nice con--it's not too big and it's not too small.
Good mix of people, people tend to be friendly and laid-back
(I guess that's the Midwestern thing), and it's really easy
to find fun stuff.  As for cels I can't say about buying because
this'll be my first year going as a collector too, but I do
know that they have in previous years held a cel swap session,
so you might be able to pick up some nifty trades.  The usual
round of dealers attend, so you'll probably also be able to 
pick out some retail stuff as well.  Look for me...towing the
Battle Athletes collection!
