It looks to me to be a Shin Tenchi cel... but I'm not really sure. I can't tell with the unique look on Mihoshi's face, but Tenchi's hair look like it. As far as which episode I can't really help ya there, because I haven't seen all the episodes of Shin Tenchi :( Not a bad cel fer sure... I like her expression and the eyes are nice.
