Judging by the price, I don't think it is a repro hand
painted cel.  I think is a original cel used in the 
production of the series.  
It is most likely stolen from the Studio, so Gainax
didn't choose that image.  
I think the question is why did one of the employee decided
to walk off with THAT particular cel. (and not one where 
the character has a nicer expression)
