That's not true.  The intro for the game was new.  Many of
the matchups and scenes were never shown in the series and
were impossible in the context.  The scene with Buu is a
remake of the scene from the anime.  

With that said, I think the rarity depends on 

1. Whether or not the cels were released or stolen.
I suspect the cels from Final Bout must have been released 
- that's why there are so many of them popping up

2. The popularity of the game.  I seriously doubt that you
are going to find very many video game production cels of 
Sakura from the first Sakura Wars game for an inexpensive
price.  OOTH, I saw a CUTE cel of chibi-Reuntal from the 
LoGH Playstation game for sale on Yahoo Japan, with a very
inexpensive price. I wish!
