I asked a similar question not too long ago. Some of this is based on the response I got, and some is my own assumptions, which could be wrong but they make sense to me. In any question of value, it comes down to the collector's personal feelings about the artwork, characters, etc. So if it matters to you to be able to see the cel on film, then it's not as valuable. But there doesn't seem to be an automatic penalty against these cels from the average collector, the dealer wasn't obligated to give you a discount for the cel. I would consider the cel a production cel, it was drawn and painted by the same people, it's not a fancel or a repro, it's as unique as any production cel. Basically, I don't think it's fair to ask the dealers to check this. If I'm buying one or two cels a month, I can go look for them on film, but how can I expect a dealer who gets a shipment of 50, 100, or more cels from many different series to find every single one one film? And I doubt that the studio, once they're done editing, goes searching through their stacks of cels for the ones that were cut out. Also, don't forget that the film may be edited multiple times if it's released in the US or anywhere outside of Japan. You may have to watch several versions to really verify that the cel doesn't appear. In the end, I think it just isn't worth the effort to prove that a cel doesn't appear on film, you might as well just enjoy the cel and move on to the next one. Hope this helps, Skorp P.S.
