About Eva production cels, they are most likely not to be
released, or at least for some time due to the binding 
contracts that studio GAINAX has with multiple companies.
It is rumored that only few people got production cels,
mainly people who work for GAINAX, and they have leaked into
the market through these people.  Also, the infamous 'Cel theives'
have gone and 'aquired' cels, and that's another way some have
entered the cel market.
If you plan to start collecting production cels, be prepared
to spend $500-$1500.  I own 2, soon to be 3.
