As far as I know, not yet, and most likely, Animate Film 
(the anime studio which did Sakura Wars OVA) may not release 
them, just like Evangelion.  Both of these shows have many 
sponsors, namely the major investor, Sega.  Due to all these
contract problems, it may end up the same fate as Eva.

Even if they do release the cels in the near future, 
get ready to save big bucks for them.  With its popularity
and only 4 episodes, these cels won't be cheap.
