Actually, many of them were given away.  If you preordered the videos or DVDs at this one event in Tokyo, Sony gave you one on the spot.  Also, there were other misc things
like a quiz and other various give-aways.

As far as TV cels go, Sony is still sitting on a fair number of nice ones. Still, I know they're about to have another fair-sized give-away of TV cels.

As for movie cels, I've seen a few good ones at a rather shocking price.  

The typical response of cel prices to a show being released in the US has been higher prices and decreased availablility. Namely if you see a Kenshin cel you like now,
since more people know about it, chances are it's gonna be gone and fast. Even the price of garbage cels will jump.
