I'm not going to Otakon this year; spent all my money at AnimExpo!  
Anyway, no one has an advantage; everyone has equal chance 
at everything.  
As far as which dealers will be there, it doesn't really matter
because the idea at a con is to see it all. There are lots
of cel dealers and los of different strategies for buying
the cels you want.  My philosophy is, don't by a $90 cel that
you know is only worth $50, unless you really, really must
have it.  Also don't pass up a reasonably priced cel, tinking
that you can find it cheaper at another dealer's, because
you might not.  
I have found that the dealers that have fancy books and are
well organized have a tendancy to have more expensive stuff,
verses one that looks like a "hole in the wall" mess.  
I have found some of my nicest and best priced cels this way 
I used to start looking from the first booth and work my way 
around the room, but lately I find myself going to the booths
that have less people at them first and I sually find wonderful
things there!  
There are always crowds, of course, cause everyone is just 
like you; wanting an advantage over everyone else and there
really isn't one. 
By the way, UFO dolls and popular character keychains and such
have been scarce at other cons this year...  

Good luck, have fun and don't give yourself a heart attack
racing around the dealer room, trying to get to everything 
before everyone else... :)
