Of course, if what the other person is doing is illegal,
then what the owner of the cel is doing is illegal as
well, by posting the original image to begin with.
Unless, of course, permission was obtained from the studio.
But how many of us have bothered to do that...for all of
the shows that each of us collect?  

And what's to stop the person who "borrowed" the image 
from getting permission from the studio?  It could be the
"borrower" is entirely within his or her legal rights to
post that image, but the cel's owner, who scanned that
image to begin with, is not!
