I would also include Nichibei on this list.  
With them, quality comes first.  Although their
cels cost a little extra, the customer service 
they provide is fantastic.  Their shipping method
is simply the best.  They keep me posted on the 
status of my order.  And they also respond back to 
my e-mails very quickly.  

A lot has already been said about Anime Lane, 
and I personally experienced some of the 
problems that others complained about firsthand.  
That's why I stopped buying from Anime Lane, 
despite their low prices for cels. 

Also, a quick note about Anime-Taro's new system.
Before the new system was developed, I would always
get frustrated/annoyed when I missed out on a great
cel because someone else ordered it first.  The new 
system only shows the cels in stock.  Thus, when
I put something in my cart, I know I'm getting it
for sure.  Kudos to Stephen Saito for getting the 
system up and running.
