In Vancouver,
look up 'Anime Jyanai' in the phone book or call 
directory services if you have trouble finding the phone
number - they have lots of tapes for rent, a few for sale,
misc goodies and stuff. 

I asked the manager/boss about cels, but he does not deal with them.

you can also find anime tapes for sale at places like 
Golden Age collectibles on Granville street - but once again,
no cels (as of December at any rate :)

Its a great place for comics though ... :)
