What I would do is not pay the ticket right away.  Check
off not guilty and mail it when.  When you get to the court
date that was set (probably atleast a month away) call up
and reschedule the date (that will probably give you 
another month) by then you will be able to just plead 
guilty and will be able to buy the cel and by then save up
enough money to pay the ticket :)  Can you tell that I 
have a degree in accounting?
