Well, it's true that many recent anime series are done in
Korea, but most of the studios over there only deal with
cel paintings. After painting the cels, they send back to
Japan for filming and other post-productions. But that's
not always the case, certain animes do film in Korea after
the cel paintings, and like you said, the cels are
sometimes left in the Korean studios. Believe or not,
some studios do trash these cels after film productions,
that's one of the reasons that some cels are extremely hard
to find. To them, cel is just only a by-product for filming
animation, but for collectors like us, we treat cels as
treasures.
