I went and looked at that cel again. Here's a better 
description:

--Short dark brown hair, young face, eyes closed.
--He's got something on his head, looks like navy blue
headphones, but they stop before his ears.
--Cape, mostly dark purple, some navy blue and dark red.
Huge cape, big like Rezo's from Slayers, you can't see
anything thats underneath it.
--Big tall collar on cape, dark red, kind of looks like
the collars of the armor in Lodoss.
--I'm almost sure its not from Kenshin.
